WASHINGTON – Nearly 4 million Americans — the vast majority of them middle class — will have to pay the new penalty for not getting health insurance when President Barack Obama's health care overhaul law kicks in, according to congressional estimates released Thursday.

The penalties will average a little more than $1,000 apiece in 2016, the Congressional Budget Office said in a report.

Most of the people paying the fine will be middle class. Obama pledged in 2008 not to raise taxes on individuals making less than $200,000 a year and couples making less than $250,000.

Republicans have criticized the penalties, even though the idea for a mandate was originally proposed by the GOP in the 1990s and is part of the Massachusetts health care plan signed into law in 2006 by then Gov. Mitt Romney, a Republican. Attorneys general in more than a dozen states are working to challenge the mandate in federal court as unconstitutional.

"The individual mandate tax will fall hardest on Americans who can least afford to pay it, many of whom were promised subsidies by the Democrats and who the president has promised would not pay higher taxes," said Rep. Dave Camp of Michigan, the top Republican on the tax-writing House Ways and Means Committee.

Democrats argue the mandate and the penalties are a necessary part of a massive overhaul designed to expand coverage to millions who now lack it. They point out that getting young, healthy Americans in the insurance pool will reduce costs for others.

Americans who don't get qualified health insurance will be required to pay penalties starting in 2014, unless they are exempt because of low income, religious beliefs, or because they are members of American Indian tribes. The penalties will be fully phased in by 2016.

About 21 million nonelderly residents will be uninsured in 2016, according to projections by the CBO and the Joint Committee on Taxation. Most of those people will be exempt from the penalties.

Under the new law, the penalties will be phased in starting in 2014. By 2016, those who must get insurance but don't will be fined $695 or 2.5 percent of their household income, whichever is greater.

After 2016, the penalties will be increased by annual cost-of-living adjustments. People will not be required to get coverage if the cheapest plan available costs more than 8 percent of their income.

The penalties will be collected by the Internal Revenue Service through tax returns. However, the IRS will not have the authority to bring criminal charges or file liens against those who don't pay.

About 3 million of those required to pay fines in 2016 will have incomes below $59,000 for individuals and $120,000 for families of four, according to the CBO projections. The other 900,000 people who must pay the fine will have higher incomes.

The government will collect about $4 billion a year in fines from 2017 through 2019, according to the report.

With this new health Care CRAP. My household will have to pay to get health insurance or be fined. We don't have health Insurance and we pay out of our pocket if the need comes up. We can't afford to get sick but we don't have the cash to shell out for the prices they want. One person is not that bad but we are a family of 5! So how does this help average Joe? Let me see? I can't afford health coverage but if I don't find the money to pay it then I get fines and it come out of our taxes or we have to pay the fee in with the taxes if we owe money every year. This burns me up to think that we work hard to better ourselves and THIS IS THE TRUTHE! It's better if we close the friggin' door and live off the state! We would make more money and have things handed to us on a silver friggin" platter!

We had a parent that was going through the state to pay her daycare. No big deal. Well she didn't go to work and brought her kid here every day for a month while she sit on her butt and watching Oprah all day. We didn't know she wasn't working. At the end of the month the state wouldn't pay the bill. Almost 500 bucks! She went back and started a new progaram and was going to go to work. She went a couple days and messed that up when she didn't go to work. So now she has screwed over 2 govermenet payment plan. Not to worry the state will help any dead beat bumb there is. She goes back and starts another program and they now want to pay for her daycare. The kicker to this one is that they will pay her daycare in full AND!!!! give her couple hundred bucks a month for transportation! TRANSPORTATION because she can't get a ride to work?? Give me a friggin' break. Theirs a bus stop on almost every corner. Better yet put the Taco Bell down and walk your fat butt to work. So your Goverment is paying over $700.00 a month plus the medical card plus food stamps. Where is this money coming from? Upper and middle class paople that bust their rearends to make a better life for their family but still have to pay for the friggin' low lifes of the world and now have to pay health care that I for one can not afford and have been doing fine the way it is for over 15 years and that is with 3 kids! Sorry fellas but this just ticks me off.

I hear ya! I've been self employed for 25 years. I'm a home owner, and my taxes pay for my kids' education, and I pay for their lunch. I have NEVER had food stamps, welfare, or any other government help. As long as I can work, I will work. NO excuses! Lazy is weak. I prefer that the government stays the hell outta my business, outta my life, and outta my way.

I'm with you Steve. Up here in Springfield, the government hit us real hard and cut a bunch of money for the state assisted daycare families by 30%. And that always got me too, we ended up checking in on a couple families to make sure they were working to make sure we got paid. The government shells out so much money to help these families and then they sit at home and mooch it up, meanwhile we have their kids and they are taking more money out of our pockets because they are taking advantage of the system. I am one for encouraging families to take the state up on their help, but that is in the case of "NEED" and not to just get some bills paid. The government should be checking up more on these people that are using the aid to make sure they are bettering theirselves and not just trying to have the easy life. In the 5 years we have had the daycare, I have seen more things done by the government that make me question if we really have a "government", or is it just a state of mind? And even though I don't hesitate to bash Obama, I often have to remind myself that he is just the puppet being controlled by a bunch of puppeteers. I'm sure he has a hand in the decisions, but he isn't always the one that says "this is the way it's going to go... ", he's the one that has to tell everyone that it is going to be that way.

Now he's arguing that Arizona is wrong to pass laws keeping illegals out.

I'm not sure if I can hold my breath and keep above water untill he is voted out. It's sad to say but I know people that I always admired and when they voted for Obama they voted because of the color of his skin and not by his merits. To say I was disappointed in my fellow man and some that I looked up to was an understatement. I remember watching a late night talk show and they had some rapper or someone of that nature and they was talking about Obama being voted in. His remark on late night tv pretty much summed it up. It wouldn't have matter who or what he had done in his life we voted for him because he was black. They laughed it off on the show but really??? It's the truthe. He bad mouthed everything the then President did in the war and said he would get us out of that. Looks like he did a great job there too.

If the media would have done their job they would have told more about our president when he was campaining,all the info on what he wanted to do was out there but they had their heads up his butt. Here’s a little political fire starter that sparked a week long shit storm in Government Speaking and Presidential Policy class. this was week two out of 16 I never had to write another paper or speech. I was labled a Radical sent from hell to do the devils bidding. I thought that it was cool ,especially when I drove the 51 to school and had my jacket on that day.

The election of this president is indicative of a nation, wherein, the majority of the people seem to have no problem with government being the salvation for much of that which ails them. The expansion of entitlement programs, and the creation of new government handouts, just breeds disaster.
As I see it the masses seem eager to become willing slaves to this impending scenario. Perhaps it because they have been mesmerized by its' latest author and cannot put it in a historical perspective. Maybe it is simply attributable to human nature.
I know life can be wearisome and frightening at times, but consequently, some people tend to look for comfort and salvation in some entity or individual that has deemed itself benevolent over all and an all knowing savior. Whatever the reason, it would appear that the Obama’s Presidency has accelerated the decline of the frontier and entrepreneurial spirit that built the wealth and opportunity that has made this country unique among all nations. If unchecked this nation will likely become just another nation in the world community where everyone will have an equal share of nothing. However, Obama and his brethren cannot be scapegoated for this possibility. It is the people who seem all too willing to sacrifice their individual liberty for the seductiveness of a free ride and the mediocrity that will surely accompany it in the long run.


I find it’s really difficult to fathom that in just a few short generations, the one nation most instrumental in the downfall of the Nazis Socialists and Japan's Totalitarianism, and the only nation able to "outspend" and defeat the Communist Bloc states, has been turned into a Marxist Socialist state by the radical hate America of the 1960's. What they started to do in the 1960's, they have now completed in 2010, and the total takeover of the government of the United States. You must look back to the turn of the 20th century to find that 'first nail'.

The Marxists started with education, with John Dewey in the 1900s. This continued in to 1913, with President Wilson and Col. House forging the destruction of our monetary system and the entirely unconstitutional creation of the Federal Reserve Bank.

Proceed to the election of Roosevelt and his openly Socialist policies and huge erosion of the Constitution - all coming on the heels of another financial 'crisis', which was engineered by the very people charged with fixing it - Congress and the Federal Reserve!
(This is also exactly true in today's financial situation).

Look ahead to the end of Roosevelt's life and the Truman and Eisenhower administrations - the executive branch of the Federal Government riddled with Soviet spies and domestic communists.

Then, you have the wonderful 60's of open social revolution, where the dregs of society, aided and abetted by Communist agitators, challenged the very fabric of American society and forced a dishonorable end to the war against Communist brutality in Vietnam and Cambodia.



The next big Democrat administration, under Jimmy Carter, helped to engineer a serious recession, long gas lines, the unforgivable giveaway of the Panama Canal and the pathetic response to the Iranian hostage crisis. This formerly idolized nincompoop has revealed himself to be a vicious, anti-Semitic, hard-core socialist who is held in disrepute by Americans of all political persuasions.

Of course, in 1992 the American people elected a slick, slimy couple of 'light' Marxist ideologues to the White House, resulting in scandal after scandal, of both personal and policy failures. We breathed a sigh of relief after the Clintons looted the White House on the way out the door, their having proven to be more greedy thieves than hard-core Marxists.

Now, I don't want to just blame Democrats - although they have always been the party of socialism and subversion - but the Republican Party died after 1964 and we have had no Republican President who has honored his oath to protect the Constitution. In fact, it's been so long since a Republican President has honored the oath that I don't really feel that I'm qualified to opine on which one it was - certainly way before my lifetime. (1970).

Now, we come to the ultimate disgrace: America has elected an open Marxist to the presidency. That he is a Marxist is beyond dispute to anyone examining his record; he is also a racial charlatan who pretends to be an American Negro when he is actually 50% white, 44% Arab, and only 6% Negro. He affects a ghetto slang vernacular and style when his audience is American black people; speaks reasonably good English when he's on the TV with Katie Couric, and ,
promises to redistribute wealth from those who have earned it to those who don't deserve it.

All of his associations from college on through today are known to be of the extreme left-wing variety, including known Communists and other criminals; black racists like Reverend Wright and Louis Farrakhan, and disgusting morons like Barney Frank and Charles Schumer and the rest.

Hopefully he will at least condescend to produce his authentic birth certificate now that he, the mainstream media, and Acorn have succeeded in stealing the election. It would be nice to know that he's actually legally eligible to serve as President, which would not be the case if he were indeed born in Kenya as several of his African relatives claim to this day.

The Communists won the Cold War a long time ago, and have caused us to create a nation of ignorant, emotional fools who know nothing of our history, form of government, Constitution, traditions, and values.


The best single source of this history is a book called 'None Dare Call It Treason'. This book was written by John Sturmer in 1964,and updated in 1989 during the fake 'fall' of Soviet Communism.
